"Tutti i lavoratori IBM devono seguire i valori della Compagnia, a prescindere dal livello di responsabilità". Questa chiara affermazione è stata fatta da Mr. Larry Hirst, Chairman dell'IBM EMEA. Hirst ha enfatizzato l'importanza delle persone che lavorano in IBM. Cio' nonostante, l'EWC è contrariato dal fatto che questi alti standard non siano applicati a tutti i livelli. I valori della IBM devono essere applicati in primo luogo dagli executive, che dovrebbero dare l'esempio, per evitare disorientamento nei lavoratori.

Le persone sono il principale "asset" della IBM, tuttavia l'attuale situazione non riflette questo fatto. I target di utilizzazione e produttività dei lavoratori (utilization and productivity) vengono usati per sovraccaricare i lavoratori allo scopo di raggiungere gli obiettivi di business. I lavoratori IBM si trovano davanti a continue riduzione di costi inclusi, ma non solo, dolorose azioni sulle persone, cambiamenti sui piani pensione, riduzioni generalizzate di spese e benefit. Questo non è solo un risultato del clima economico, ma anche del continuo, quasi unico focus sull'ottimizzazione del profitto e dell'utile per azione (EPS). Sembra che i lavoratori siano gli unici soggetti sui quali scaricare il peso di queste scelte, in particolare se si pensa ai cambiamenti sulle pensioni dove il carico od il rischio viene trasferito dal datore di lavoro al lavoratore.

L'EWC riconosce che l'IBM anche nel terzo trimestre ha tenuto le posizioni nell'attuale critica situazione economica, ma crede che IBM dovrebbe indirizzare una parte maggiore del suo profitto verso tangibili investimenti nella sua forza lavoro europea. Formazione e ri-conversioni, incluso il continuo uso degli Skill Development Center (SDC's) sono cruciali per il successo futuro, per ottimizzare gli obiettivi del business strategico. Soltanto investendo sulle persone l'IBM può continuare a crescere ed a svilupparsi.

Importanti economisti europei confermano che dalle Piccole e Medie Imprese arriva il principale contributo alla ripresa in Europa. La strategia ed il modello di business IBM sulle Piccole e Medie Imprese non ha dato risultati positivi in questi anni. L'EWC richiede ad IBM di fare seri investimenti nella crescita sostenibile e nel business di lungo termine. IBM dovrebbe sviluppare modelli e soluzioni ritagliati per quel mercato.

Per quanto riguarda la Data Privacy, l'EWC non ha ricevuto le informazioni trimestrali, come richiesto al meeting di Aprile 2009. L'EWC rinnova la richiesta e si aspetta che tali informazioni siano fornite regolarmente, per esempio in relazione alle prestazioni ed al contributo di ogni singolo lavoratore sulle blu card e sulle blu sheets del GenO (Generation Open).

"All IBM employees have to live by the company values, irrespective of their level of responsibility". This clear statement was made by Mr. Larry Hirst, IBM EMEA Chairman. He emphasized the importance of the people working for IBM. However, the EWC is disappointed that these high standards are not complied with at all levels. Living by the IBM values has to commence with the executives who should lead by example, to avoid the declining trust on the part of the employees.

People are IBM's main asset, however the current situation does not reflect this fact. Employee utilization and productivity targets are used to pressurize employees to meet business objectives. IBM employees face continued cost reductions including, but not limited to, distressing resource actions, changes in pension plans, and pervasive expense and benefit reductions. This is not only as a result of the economic climate but also of the continuous, almost single focus on profit optimization and Earnings Per Share (EPS). The weight of achieving this appears to be solely borne by the employee, particularly in relation to pension changes where the burden or risk is moved from the employer to the employee.

The EWC acknowledges that IBM also in the third quarter has held its position in the ongoing economic downturn, but believes that IBM should direct more of its profit into tangible investments in its European workforce. Education and re-training, including the continued use of Skills Development Centres (SDC's), are crucial to IBM's future success, to optimise strategic business targets. It is only by investing in people that IBM as a company can continue to grow and develop.

Well reputed economists in European countries confirm that Small and Medium companies are the main contributor to restore economic growth in Europe. IBM's mid-market business strategy and model have not delivered proven results over the past years. The EWC requests IBM to make serious investments in growing sustainable and long term revenue. IBM should develop business approaches and solutions, tailored for that market.

With respect to Data Privacy, the EWC did not receive quarterly information, as requested at the April 2009 meeting. The EWC repeats its request and expects that information will be provided regularly, for example relating to individual employee's contribution and performance generated on blue cards and blue sheets by GenO (Generation Open).
