Comunicato - Ribilanciamento delle risorse del 3 trimestre 2015

il 22 luglio 2015 il CAE, dopo la riunione informativa del Comitato ristretto, è stato informato sulla pianificazione di nuove azioni di ribilanciamento delle risorse per il terzo trimestre 2015.

Nonostante il verificarsi delle condizioni stabilite dall'art 9 dell'accordo CAE per poter richiedere un incontro straordinario, ovvero il numero totale dei dipendenti oggetto dell'iniziativa siano complessivamente nei periodi dal primo al terzo trimestre più del limite di 500 e ci siano più di 100 dipendenti coinvolti in almeno due Paesi in un arco temporale di 12 mesi, una riunione straordinaria non si è svolta. Il CAE è stato d'accordo con il management che, solamente in via del tutto eccezionale, a causa del brevissimo preavviso per di più in un periodo a ridosso delle vacanze, a tenere una conference call sull'argomento il 31 luglio.

Durante la riunione telefonica, il VicePresident HR nonché Presidente CAE, ha confermato la comunicazione di un nuova azione di ribilanciamento nel corso del terzo trimestre 2015. Questa è la settima ristrutturazione in meno di tre anni e per il quarto trimestre consecutivo.

Una delle ragioni fornite da IBM per questa nuova azione, è stata che gli obiettivi in termini di numero di esuberi posti per Giugno non sono stati raggiunti. Tuttavia, dalle informazioni ricevute il CAE fa notare che i PAesi impattati e le Business Unit sono diverse da quelle del secondo trimestre e pertanto non è chiaro quale sia l'obiettivo principale di questa azione e più in generale la strategia di lungo termine di IBM per l'Europa.

Il CAE, ancora una volta, ha richiesto una prospettiva complessiva della strategia e un piano generale Europeo. Come affermato in precedenza, questo approccio iterativo crea un livello costante di ansia e incertezza nel personale e distoglie l'attenzione dal business e dai clienti.

Il CAE mette in discussione i tempi della ristrutturazione in corso, dal momento che lo svoglimento di queste azioni durante il periodo delle vacanze estive causare problemi alle attività lavorative in corso e avere impatti negativi sul business. Il CAE ribadisce la necessità di creare stabilità organizzativa.

Il CAE desidera precisare che il processo di informazione e di consultazione per quanto riguarda la corrente ristrutturazione non può considerarsi concluso e si aspetta di ricevere risposte chiare alle richieste di cui sopra.

Statement – workforce rebalancing 3Q 2015

The EWC was informed on the 22 of July 2015, after the SC informative meeting, that additional workforce rebalancing actions are planned for the 3Q.

Although the conditions established in the agreement (art. IX):"numbers in total, 1Q, 2Q and 3Q, exceed the limit of 500 and more than 100 employees in each of at least two countries within a period of 12 months", for an extraordinary meeting, were met, an extraordinary meeting was not held. EWC agreed with management that only on exceptional basis, due to the short notice of the action and bearing in mind also the restriction on the time because of the holiday period, on having a conference call about it on Friday the 31 of July.

On the call, the IBM European Works Council Tim Stevens, VP HR and EWC Chairman, confirmed the announcement of another workforce rebalancing action is going to take place in the third quarter of 2015. This is the seventh restructuring in less than three years and the fourth consecutive quarter with rebalancing actions.

One of the reason given for this new action, is that the objective proposed in June was not achieved. However, from the information received the EWC notice that the countries impacted and the BU are different from the ones in 2Q, so it is not clear what the main focus and objective of this action is, and IBM’s long term strategy for Europe.

The EWC, again, requested insight in this overall strategy and European master plan. As previously stated, this iterative approach creates a constant level of unrest and uncertainty amongst the workforce and diverts focus from our customers and growing the business.

The EWC questions the timing of the current restructuring, doing this actions during the summer holiday could cause operation problems and a negative impact on the business. The EWC repeats the need to create organizational stability. The EWC requests IBM European management to:

The EWC wishes to stipulate that the information and consultation process regarding the current restructuring cannot be seen as concluded and expects to receive clear answers to the above requests.
